In New Zealand’s bulk liquid chemical sector, maintaining continuity of supply under volatile global conditions depends on operational control, technical expertise and disciplined safety management. IXOM’s bulk liquids operation is structured around these fundamentals, with a predominantly in‑house fleet, specialist workforce and national coverage across both the North and South Islands. This operating model provides the flexibility and responsiveness required to manage complex supply chains and adapt quickly to changing international and domestic conditions.
“Our role is to ensure bulk chemicals are delivered safely, consistently and without disruption, and our specialist fleet, chemical expertise, and industry leading standards enable that”
- Steve Vaega, Bulk Liquids Transport Operations Manager.
In‑House Control and Supply Chain Resilience
IXOM’s bulk liquids operation in New Zealand is largely managed in‑house, with less than five per cent reliance on third‑party transport providers. Fleet management, scheduling and distribution planning are handled locally, providing direct oversight and enabling rapid operational decision‑making when conditions are changing quickly.
Island managers oversee day‑to‑day distribution and scheduling, supported by central operations leadership. This structure allows delivery plans to be adjusted quickly in response to changes in demand, weather events, infrastructure constraints or site access issues. With direct control of its fleet and workforce, IXOM can redesign runs, optimise utilisation and respond proactively to potential disruptions before they affect supply continuity.
Most operators work 4‑by‑4 rosters, supporting workforce stability and reducing fatigue risk – an important factor in maintaining consistent, safe operations over time.
Experienced Chemical Operators
IXOM’s bulk liquids workforce consists of trained Bulk Liquid Transport (BLT) drivers whose responsibilities extend well beyond vehicle operation. While driving remains a core element of the role, it accounts for approximately 30 per cent of their work.
“The majority of the role involves managing chemical transfers, assessing site safety and resolving issues at the point of delivery. Our drivers are highly skilled,” says Steve. “They must understand product characteristics, storage systems and transfer requirements.”
BLT drivers are trained to work with hazardous materials, troubleshoot customer installation issues and provide guidance on storage and delivery requirements. This technical competency supports safe handling, regulatory compliance and effective issue resolution at customer sites.
Training is role‑specific and continuous, supported by structured inductions, regular audits and annual competency assessments. All operators complete annual emergency response testing to ensure readiness to manage incidents effectively.
Emergency Response Embedded in Operations
Emergency preparedness is integrated across IXOM’s bulk liquids network. Each island has a designated emergency response trainer, and all operators are trained in emergency planning, response actions and escalation procedures.
“In the event of an incident, operators are supported by a defined management and training structure. That structure enables clear decision‑making and coordinated response”, says Steve.
By maintaining in‑house emergency capability, IXOM reduces reliance on external responders and ensures consistency in incident management across regions.
Fleet Designed for Bulk Chemical Transport
IXOM’s bulk liquids fleet comprises purpose‑built tankers configured for different chemical classes. Fleet specifications are aligned to product and regulatory requirements, including specialised linings, transfer systems and safety features. An industry leading example is our CoDe system, a patented electronic interlock system that ensures chemical safety and integrity from the moment a tanker is loaded, through to delivery. It delivers risk reduction for chemical deliveries and provides absolute confidence in the integrity of the product.
“Different products require different configurations. Our fleet is set up to manage that complexity safely and consistently.”
- Joe Varalla, Head of Bulk Distribution ANZ.
The use of high‑productivity vehicles and varied trailer configurations provides flexibility across delivery environments, from major industrial sites to remote regional locations. Fleet maintenance programs ensure equipment remains fit for purpose and compliant with applicable standards.
“From the equipment we use to our clean, shiny fleet, we pride ourselves on the standards we meet, and our New Zealand fleet is widely considered as industry leading”, Joe adds.
A System Designed for Continuity
IXOM’s bulk liquids operation services sites across New Zealand, supported by close coordination between dispatch teams and operators. Direct feedback loops between the field and scheduling teams enable early identification of site constraints, access changes or customer requirement shifts, allowing adjustments before delivery performance is impacted.
With in‑house fleet control, specialist operators, structured management and national reach, IXOM’s bulk liquids operation is designed to maintain reliability under variable and challenging conditions.
“Our focus is on maintaining supply through disciplined operations and clear accountability,” says Joe. “That’s what enables consistency over time.”
